FTI AUSTRIA POLITYKA INSTYTUCJE EWALUACJA KSIĄŻKA

Publikacja prezentuje austriacki system badań, technologii i innowacji (Forschung Technologie Innovation System, FTI) przez pryzmat nauk o polityce. Autor koncentruje się na czterech zasadniczych zagadnieniach. Pierwsze odnosi się do polityk publicznych i ścieżki rozwoju oraz wpływu czynników historyczno-społecznych. Drugie uwzględnia strategie rozwoju szkolnictwa wyższego, związane m.in. z problematyką technologii i innowacyjności, własności intelektualnej i bioekonomii. Zagadnienie trzecie zaś to instytucje wsparcia systemu FTI – tworzą je zarówno instytucje szkolnictwa wyższego, jak i ośrodki pozauniwersyteckie odpowiadające za badania podstawowe i zastosowawcze oraz za ich finansowanie i koordynację. Ostatnim zagadnieniem jest ewaluacja, którą odniesiono do krajowego "rynku ewaluacji", instytucji, a także narodowego systemu badań, rozwoju i transferu technologii. Zdaniem autora Austria, by być konkurencyjna, prowadzi zintegrowaną politykę badawczo-technologiczną, która uwzględnia potencjał i interes narodowy, ale jednocześnie wykorzystuje atuty członkostwa w Unii Europejskiej.

FTI – AUSTRIA: politics, institutions, evaluation

The publication presents the Austrian system of research, technology and innovation (Forschung Technologie Innovation System, FTI) through political science. The author focuses on four key issues. The first refers to public policies, the development path and the influence of historical and social factors. The second takes into account the strategies for the development of higher education, connected with technologies, innovation, intellectual property and bioeconomics. The third is related to the institutions supporting the FTI system. The final issue concerns evaluation, which is referred to the domestic “evaluation market", institutions and the national system of research, development and technological transfer. In the author’s opinion, Austria maintains an integrated research and technological policy, which takes into account national potential and interest, at the same time taking advantages of its membership in the European Union.
